Do hashtags matter on LinkedIn : Yes, as per the algorithm I've for my own posts it does matter and will see how it does matter to grow your LinkedIn visibility.
I keep on posting knowledgeable stuff on LinkedIn and some time I use #hashtags and sometime I don't.
So, let's take a look at my own posts insights.
I've made a post without hashtag and I don't see the huge traffic in views/post visibility.
I've received 37 views so far on the below post that's it.
When compared with hashtag posts I do see some increase in post visibility/views.
I've made a post here and I do see a huge difference in terms of views/visibility.
I've got 132 views with hashtags so far on the below post and no one even liked it.
In this post I've used hashtags and I've received 115 views so far and that is a good sign of using a hashtags.
This is to conclude that using a hashtags to your post on LinkedIn matters the most and gain more views/visibility to your posts.
Does liking a post on LinkedIn increases visibility?
Yes, It does increases visibility for 100% and that I'm damn sure about it.

I don't see any engagement with my post and I got only 47 views.
With likes:
I noticed a lot of views/visibility when compared to the above post.
I've got 2 likes and got 100 views to my post.
I noticed that 5 users have liked my post and got 797 views just 600% increased in the post visibility when likes are more.
In the below post, the engagement is less but the views are more how?
It depends how many connections you hold and if you've connections in thousands then it'll definitely increase the post visibility.
The highlighted person might have connections in big number that has increased the visibility.
This concludes that if you like someone's post ( just like) definitively 100% it'll increase the post visibility.
I urge all the LinkedIn users to like the post of your connections at-least in support of their content even though if it isn't relevant to your business or work. however, do it for the sake of support who knows that one of your connections might find it useful.
If your connections are making a post everyday then it is your responsibility to at-least like the content and support them.
I noticed that people are mostly interested on LinkedIn when they see a post of 'praying for a job' , 'comedy posts' , 'fake job posts stating that just like/comment and I'll view your LinkedIn profile for a job'
We need to understand the basic ethics on how you understand the post and its content.
To me I feel very bad that all educated people are just educated but not the well educated, if you just take a look at the below post.
The same post made by 2 different persons and people liked/commented as interested without even knowing for what job, location, experience, skills and so on.
